Preserve Frederick

 

Mission Statement 
Preserve Frederick seeks to serve the greater regional Frederick community by preserving the cultural heritage of the county.  To that end, Preserve Frederick seeks to locate and save endangered historic structural and other cultural properties through easement donations, purchase options and outright purchases.  Preserve Frederick will then attempt to establish easements that protect the historic structures and culturally significant properties in perpetuity, by clean up, stabilization, partial and possibly total rehabilitation.  Preserve Frederick also intends the purpose of this program is to generate general revenue funds for the Frederick County Landmarks Foundation (FCLF) by the acquisition of historic properties or structures and the re-selling of the properties or structures with preservation easements for the permanent protection of their architectural value and for long-term rehabilitation, restoration and maintenance.
 
Goals

  • Seek easement donations on prominent properties and structures.
  • Where easements cannot be obtained through gift, seek other options or outright purchase of historic properties.
  • When endangered properties are purchased, evaluate, and establish a renovation plan for the building and set it in motion with the ultimate goal of returning the buildings back into private ownership.
  • Act as the main liaison point for Preservation Maryland and the Maryland Historical Trust for statewide legislative alerts, historic preservation announcements and for passing new historic building information to the general public.
  • Become a hub for public, private and commercial historic building owners to call regarding mitigation issues concerning their own or others buildings.
  • To provide a source for the community at large for sound and practical advice for Preservation Planning and capital improvement projects.
  • Provide training and assistance to the preservation trades in order to build the network necessary for the sensitive restoration, renovation and rehabilitation of the thousands of historic structures throughout the Frederick area.

 
Objective
Acquire at-risk historic building stock. “At-risk structures and properties” is defined as historic structures or property in substantial neglect or which may be targeted for demolition.
 
Tasks:

  • Develop a data base of at-risk properties by local reports or identify approved development projects with historic farm houses.
  • Develop a relationship with a financial institution that will hold the property as collateral. 
  • Develop a relationship with a pro bono attorney to work with a property owner and the financial institution.

Objective:
Stabilize the property from further damage from weather and neglect.
 
Tasks:

  • Develop a relationship with contractors with roofing and weatherizing skills.
  • Develop a line of credit as a construction loan for stabilizing property.

Objective:
Develop application for preservation easements with several State and local agencies for the preservation of the property and property architecture.
 
Task:
Develop a FCLF group that is responsible for initiating the preservation paperwork.
 
Objective:
Develop a strategy for the sale of the property with the preservation easement in place.
 
Task:

  • Develop criteria for the level of stabilization and curb-appeal to enhance the sale of the property.
  • Develop a marketing strategy for the sale of the property including marketing materials and identification of target audiences.
  • Develop an owner improvement package with information programs and suggest language for grant applications from State Agencies.  Develop application material for Federal and State tax deductions for new property owners.
